VOA Announces New President & CEO

Volunteers of America Upstate New York (VOAUPNY) is pleased to announce that the agency’s Board of Directors has selected Dr. Junior Dillion to be the organization’s new President and Chief Executive Officer effective May 1, 2023. VOAUPNY is a human services organization that has been serving the Rochester and Binghamton regions for more than 100 years, providing essential services to ensure that people have access to stable housing, food, health care, and supportive services to overcome the complex challenges of homelessness and poverty.

Dr. Dillion has more than 18 years of non-profit experience and extensive expertise developed while working across a variety of human service systems, including the British Criminal Justice System, outpatient service, settlement projects, and community college settings. Most recently, Dr. Dillion has served as the Senior Director of Programs at the Wilson Foundation, where he has enhanced the foundation’s efforts in reducing poverty by addressing residential instability, trauma, and racial inequities. Dr. Dillion serves on the board of directors for Goodwill of the Finger Lakes and is Vice-chair for Empire Justice Center.

Dr. Dillion is a licensed therapist with a Ph.D. in Human Development and Education from the University of Rochester. He brings vast experience in human-centered program design/evaluation, trust-based philanthropy, management of a learning collaborative, non-profit capacity building, and board management. Dr. Dillion’s commitment, technical expertise, and lived experience have contributed to the significant impact of his work.

Dr. Dillion’s selection is the result of a national search conducted during the past six months.
