With VOA’s help, individuals and families become stabilized in permanent housing, obtain gainful employment, and develop more self-sufficient lives.


Any person can become homeless at any given moment. VOA believes the key to addressing the needs families and individuals experiencing homelessness is through a continuum of care with housing programs combined with supportive services that include case management, life skills training, job search assistance, and access to mental, physical, and behavioral health services.

As a result, people are given a safe place without judgement where they can come in from the cold, but a place where they can recover from the crisis in their lives with the tools necessary to rise out of poverty and begin to rebuild.

Emergency Shelters

We provide individuals and families with safe shelter, onsite case management, children and family activities, meals, and interim transportation to school and medical services. and assistance finding permanent housing, while keeping families together.

Senior Housing

Cobblestone Place, located in Webster,
offers 60 affordable housing apartments
for older adults (62+), including 18 units especially for those considered at risk of homelessness. Cobblestone Place offers on-site service coordination and activities for all residents.

Permanent Supportive Housing

Stable housing is critical before addressing mental and behavioral health challenges contributing to homelessness. Our permanent supportive housing serves individuals who are chronically homeless or at risk of losing their housing.

Community-Based Housing

VOA helps more than 300 households who have been homeless to become stabilized in housing. We provide rental assistance and ongoing support services to help the program participants remain in their homes, improve their health & well-being, and increase their self-sufficiency.

Housing for Veterans

We offer homeless veterans access to safe, supportive housing and individualized support services to help address a variety of needs for those who have served our country.

Residential Reentry Center

VOA’s Residential Reentry Center helps adults transition from incarceration safely back into the community
