What is Code Blue?
Code Blue is a New York State–mandated emergency program that ensures overnight shelter during freezing conditions when the forecasted temperature with wind chill is 32 degrees or below. Generally, a Code Blue season runs from October through April.
Volunteers of America offers Code Blue emergency shelter services for both Tompkins and Broome Counties.
Ithaca
Location at 227 Cherry Street
Opening November 24, 2025 and scheduled to operate daily through April 15 in partnership with Tompkins County.
Eligibility
- Adults 18 years and older.
- Walk-ins accepted. No referral necessary.
- First come, first served until capacity is reached (70 beds available).
Hours of Operation:
- Warming center with case management services: 8 a.m. – 4 p.m.
- Nighttime shelter: 4 p.m. – 8 a.m.
Services offered during Code Blue:
- Well-trained, experienced staff providing 24/7 coverage and security, including weekends, evenings, and overnight.
- Meal provided on-site
- Transportation services to bring guests safely to the shelter.

- If you need transportation to the shelter, please call in advance between 1–3 p.m.

- 4:30 p.m. – Tompkins County Department of Social Services (320 W. State St.)
- 4:45 p.m. – In front of Tompkins County Public Library (101 E. Green St.)

Binghamton
Location at 320 Chenango Street
Runs November 15 through April 15 in partnership with Broome County. Available only when Code Blue is activated.
Eligibility
- Adult men 18 years and older.
- Must have a police clearance from Binghamton Police Department at Hawley Street location before entering – no sex offender or arson on record.
- Must not be on restricted list. Please call ahead to verify.
- May go to DSS between 8 a.m.-4 p.m. to be placed in Code Blue shelter, otherwise walk-ins accepted.
